Adobe Photoshop User Forums - (Windows and Macintosh) Not tutorials, but a very good place to ask questions, or just lurk, and learn. Before posting a question, be sure and use Forum Search to see if the same question hasn’t already been asked and answered. Also check the forum FAQ. This is at the official adobe.com site. This link goes to the main forums page. Look for the Photoshop/Imageready forum, not the Elements, or LE ones.
Adobe Photoshop Basics - A free online course from About.com’s Graphics Software section. Not complete but has good content so far. Also, forums for Q and A.

 
 

Special Effects

Adobe.com Photoshop Tutorials - Several extensively illustrated tutorials for special effects by leading Photoshop experts.
Photoshop Cafe - Forty one tutorials on how to create special effects. Site also has other Photoshop resources.
Russell Brown’s Tips - Numerous good tutorials. Available only as Quicktime movies. Note that many of the movie files are very big. If you have a slow connection, it will take quite a while to download them.

The Luminous Landscape - Michael Reichmann offers a tutorial called “Instant Photoshop” aimed specifically at digital photographers new to the program.
