I went through all the millions of filters several times before I found this one. You have to play with the sliders to make it nice. But I think maybe I like it best of all. Reminds me of the old soft focus photos where they used to put Vaseline on their lens to get the effect.		 next

Displacing Textures 		I chose Filter > Distort > Diffuse Glow. In the dialog box I entered 3 for Graininess, 6 for Glow Amount, and 7 for Clear Amount.
